Abstract

The constitutional financing funds were created by the 1988 Constitution in order to combat the intra and inter-regional inequalities, but a fact that has received much attention in the literature is that the funds may be at the same time combating inequality within regions , be encouraging the economic and social disparities between them, against its initial goals. However, the research is focused on making ex-post character analysis, using mainly panel data, and that would not look on recurring overflows. What is proposed here is to make an ex-ante through a computable interregional general equilibrium model analysis to try to analyze the most influential supply chains for these funds and the size of the range that the incentives to local economies can generate and the spillovers from the process.
