The city of Tiradentes, in the State of Minas Gerais, has a historic ensemble that was listed by IPHAN in 1938. The recognition of the city's heritage triggered the development of tourism eventually displacing a large number of people many times throughout the year. Since then, the city has undergone a fairly disorganized tourism expansion process, causing negative environmental impacts and various urban problems, mainly in the historic center. Although there are projects and programs acting on the area, there is not an integrated development plan involving ensuing tourism, cultural activities and urban demands. Considering that ensuring the urban quality of the city depends on urban policy associated with instruments of cultural and natural heritage protection, this study aims at understanding the factors that contribute to the wear of the physical and social structures of the historic center, and to present which urban instruments of management and urban and environmental protection would be most appropriate for their conservation.
