Abstract

There are several incursions of the real estate market agents before the Campinas Municipal Government aiming either the proliferation of residential gated communities or the approval of new neighbourhoods. This applies to the creation of a neighborhood between Barão Geraldo and Santa Genebra, which until now has been barred by virtue of the action of groups and associations defending the environment. Such lobbies are usually presented as issues of public interest, appropriate to urban planning stated by urban law, especially in the Comprehensive City Plan. Our hypothesis is to know if there is indeed any effective public interest in making urban planning to approve such incursions. One can not deny the existence of some planning. However, the issues raised here are: by whom and for whom this planning is being done? The right to the city is actually promoted the protection and promotion of fundamental rights that make up such as the right to housing, transport and urban mobility? This research will try to study the current literature on urban law and current regulations in Campinas on urban planning, to finally relate the material to the effective promotion of public interest in the city.
