Abstract

The fight against child labor is a commitment made by Brazil in the "Decent Work in the Americas: A Hemispheric Agenda, 2006-2015," which provides for the elimination of the worst forms of labor by the year 2015 and in its entirety by the year 2020. However, despite this commitment internationally and have domestic laws that deal with the importance of ensuring fundamental rights to people in development, there are still, according to statistical data such as the National Sample Survey (PNAD), numbers concern about children who develop labor activity below the legal limit established by the Federal Constitution.Being a latent social and legal phenomenon, child labor needs to be analyzed considering not only statistics but also the changes that have occurred in the world of work and that allow this activity is developed in spite of all the monitoring and protection regulations essential rights guaranteed to children and adolescents.The method is, in short, the empirical study of applications to work with the Special Court for Children and Adolescents (JEIA) of the municipality of Franca, which is a specialized agency of the Labor Court recently installed in the city and whose competence to analyze, reconcile and judge all cases involving workers under the age of eighteen. It is thus a study of document analysis through which aims to study applications for authorization to work collected by observing the time frame from November 2014 to December 2015, considering that the installation of the said court gave up on 11/25/2014. The analysis of these documents will identify the profile of adolescent workers and families who use the JEIA seeking such authorization as well as the municipality's situation with regard to child labor by the Ministry of Labor data and newsletters of the International Labour Organization . Every study, including data analysis dialogues with national reference authors both in relation to the issue of early work and the world of work conditions seeking to give visibility to the fight this structure that allows children and adolescents perform work activities.
