Abstract

This research project has as its theme the discussion of governance patterns in large cities, from the reading of the relationships established between the different agents involved - state and non-state - in the formulation and implementation of sectoral policies. Empirically, the project proposes to focus on the management and consulting firms that act as outsourced agents for at least 25 years next to the housing policy implementation structures operated in the city of Sao Paulo today, developing activities concerning the management and control of the stages of conception, feasibility , implementation and operation of programs and projects. As investigative projection, the research aims to raise the historical performance of such companies next to the Municipal Housing Department, mapping all the contracts signed between these parties since 1990, so that it is possible to prove the hypothesis of increased outsourcing over the years and a possible centrality of private fims in policy management daily, constituting a characteristic governance pattern of the production of urban space in the metropolis today.
