Abstract

When aiming to reduce the minimize negative effects and maximize positive ones in tourism activity, it is necessary that the government acts in the planning and management of public policies regarding tourism, aiming organized, fair and beneficial development. Therefore, it is the municipal government's duty to plan tourism public policies and define guidelines that promote the activity's development in order to generate more benefits. This research aims to study the Municipal Council of Tourism of Panorama of São Paulo, seeing that the city demonstrates interest in becoming touristic and developing the activity in the best possible way. The aim is to define what is the function and importance of COMTUR regarding the planning of tourist activity, since rash decisions taken in Council meetings may present impediment in the development of tourism. Thus, it is necessary to identify how the COMTUR of Panorama acts and its relation to planning and municipal tourism policies focused on the strengthening of tourist activity, considering it still doesn't have a Directing Plan of Tourist Development to orient its actions. Regarding the methodology, bibliographic research shall be used to subsidize concepts of municipal tourism counceling, tourism public planning and policies, along with documentary research on the materials of the Ministry of Tourism aiming to establish a correlation between functions of the Council for planning. Secondly, interviews shall be conducted along with the members of the Panorama COMTUR, in order to internally observe the planning actions regarding tourism. Thereafter, a probabilistic sample questionnaire observing the public opinions will be conducted on individuals connected to the trade and residents for the external analysis of the COMTUR. From those investigations, it will be possible to project results of the acting of the COMTUR regarding actions to strengthen tourism, once the council is a fundamental piece in the development of tourism in the city, being the means through which the idealized planning can be put into practice, therefore bringing benefits for the locals.
