Abstract

The research aims at the study of new forms of appropriation of the public space by self-managed and transversal to the governmental actions, commanded by decentralized arrangements, organized in an anarchic and horizontal, flexible and situational way, that have been called "urban collectives". One can observe that their actions have grown in the city of São Paulo, with a resumption of public spaces by these groups, accompanied by the claim of the right to the city, from the 90's, in the context of productive restructuring, the entry of neoliberalism and the flexibilization of labor rights in Brazil in the 1990s. In addition to this, the emptying of public space from the Brazilian political-historical conjuncture of the 60s to the 80s, concomitant with the suppression of constitutional rights and with the repression of political and cultural manifestations. In the meantime, the year 2011 was marked worldwide due to the popular uprisings, phenomena of political, social and technological dimensions that occurred in several cities of the globe. In Brazil, in June 2013, thousands of people went to the streets of twelve Brazilian capitals and several other midsize cities, in a multifaceted protest, initiated against the increase of municipal bus passes, but later transmuted into other demands. However, the performance of these collectives has attracted greater focus when they happen in the axis of the center to the southwest vector of São Paulo. Thus, there are two hypotheses that guide this work: I) understand how this "insurgent urbanism" happens in the borders of the city, where the social and economic dynamics are very different from the center-southwest vector; and II) to elaborate an in-depth study on three previously selected groups, in order to understand their organizational dynamics, the logic of management, communication and feasibility of activities, how they operate in the territory, resulting in the elaboration of a self-management manual on performance Of collectives in the public space in peripheral areas. Through this study on unprecedented political and aesthetic forms, involving new networks and informational devices that expand limits and frontiers established, the paper also proposes to collaborate in the debate on the re-signification of the center x periphery dimensions, mediated by the collective experience of spatial appropriation of public space.
