Abstract

Smoking is considered a public and economic health issue because it is a risk factor for several chronic diseases, generates costs for the health system and reduces workers' productivity. Hence numerous measures have been adopted globally to control tobacco use and its adverse effects. Among these measures there are smoking bans. In Brazil, local smoking bans became effective in some states and municipalities since 2008. At the national level, a restrictive ban was only adopted on December 2014. Exploring the regional differences of the local legislations, the study aims to evaluate the impact of the smoking bans policies on the average daily consumption and on the prevalence of smoking by different cohorts of age and also the effects on the incidence of hospital admissions from smoking-related diseases. The study also aims to verify heterogeneous impacts over time and dosage effects of treatment according to enforcement levels of the bans. Microdata is provided from the Tobacco Special Research (PETab) 2008, the National Health Research (PNS) 2013, the National Health Research of Scholars (PeNSE) 2009 and 2012 and the System of Hospitalization of the Unified Health System (SUS) (SIHSUS) from 1996 to 2014. The method used will be differences-in-differences.
