Abstract

The Neighborhood Study Impact (EIV), Brazilian policy instrument foreseen in the City Statue (Law Nº 10.257/2001), represents an important instrument of environmental urban planning, because it seeks to reconciled principles like the prevention and the democratic management, besides understanding an integrated view of the urban environment and overcoming limitations of other traditional planning instruments. Some papers are indicating that one of the main obstacles for the full application of EIV is related to the lack of regulation by the counties, even if they prevail difficulties for those who already have regulation. This research project has the main objective investigate the instrument EIV regulation in Brazilian counties with a population of more than 500,000. In additional to that, this research project aims to comprise the process steps of EIV and your legal framework as the institutional structure of the selected counties. The methodology involves documental and literature review, historical survey of regulation process, formulation of an analysis framework of the stages and processes related to NSIs regulation as an elaboration of an institutional process fluxogram of EIV in each counties. It is hoped, therefore, to consolidate a greater understanding of the trajectory of implementation of EIVs in Brazil and its regulatory models in order to contribute to the formulation and evaluation of aimed public policies at improving environmental management at the municipal level.
