The National Education Plan (NEP), approved in 2014, envisage the requirement of studies whose goal are to develop methodological procedures and research instruments for follow up and evaluation of educational policies for the next 10 years. The present research project, which is part of a large size project, has as main goal to develop and improve evaluation and monitoring tools for the current scholar inclusion policy under educational managers and teachers. This is a collaborative research with multimethod design and with the Policy Cycle Approach (PCA) as analytical methodology, which will be developed in a small city located in São Paulo state. The participants are staffs and former staffs from Education Municipal Department, principals, regular classroom teachers and Specialized Educational Service teachers. For this study, will be conducted three studies, each one with focus in one context of the PCA: influence, text production and practice. About the gathering techniques, these are desk research, individual semi structured interviews, focal groups and surveys. The data analyze is based on PCA, with support of the software Atlas.Ti and Microsoft Excel in order to help with the data treatment and analyze. As main outcome, is expected to improve tools and procedures for multidimensional evaluation of the scholar inclusion policy, as well as expand the PCA application as an analytical approach in special education research field.
