Abstract

The new phase of peace interventions in the 1990s has as United Nations' (UN) main initiative the document "An Agenda for Peace" (1992), which typifies institutional responses to contemporary belligerencies. From this post-Cold War era, it is possible to identify the evolution through time from humanitarian interventions to the principle of Responsibility to Protect (R2P). Fundamentally, the rhetorical engineering of this approach was due to the notion of restricting sovereignty in favor of individuals' security; hence there is an evolutionary shift in the understanding of UN's role, as well as the rest of the international community, within contexts of conflict escalation. The transformation of how doctrines were constructed and applied was not only a matter of temporal linearity, but as well an expression of the teleology that relativized traditional principles of international law. Therefore, it is hoped to understand the change of the 1990s' interventionist paradigms towards the principle of Responsibility to Protect (R2P) proposed in 2001, based on the understanding that this transition is inherited both from the debate between legality and legitimacy of peace interventions, and the sedimentation of human rights principles for the activation of the international community. In this sense, it is intended to make use of the content analysis method on the documentary production of the United Nations, as well as to combine methodologically the bibliographical revision of juridical hermeneutics in academic research.
