Abstract

The Southern Common Market, since your creation, had incorporated incetivating aspects to a regional integration process aiming the social development of the member states, even in a less prominence plan in relation to commercials aspects. The culture has been configured as an of the central elements of this proposal, has been institutionalizing through the creation of Cultural Mercosur. At the context of the resumption of South American film, production, from 1990's, has been emerged alternatives on the bloc in order to boost the sector, like the Special Meeting of Film and Audiovisual Authorities of Mercosur (RECAM in Portuguese). The study below pretends, in view of Neofunctionalism, to analyze the creation and the RECAM impact as such genuine space to promotion the cinema in South America and, therefore of culture in region, as a fundamental dimension of the development, through an analyze of your basic institution configuration and around the results of your most expressive projects.
