Abstract

Despite its growing importance, city politics and policies remain little researched in Brazil. Its study can produce relevant contributions not only to the research regarding cities and local governments, but also to a broader political science research agenda, that aims at understanding recent transformations of state-centered policy-making processes. New institutional arrangements and policy instruments, which promote greater participation of private actors in the policy-making processes, have spread in urban policies. However, its political and institutional causes, as well as its outcomes in terms of resulting inequalities, have not yet been fully understood. The research intends to analyze the governance of Consortial Urban Operations (OUCs) - one of the chief instruments of urban development policies in the city of São Paulo. As public-private partnerships that operate through the loosening of zoning and land use regulation (within the operation's defined area) in exchange for financial counterparts by private actors, OUCs are a privileged object to analyze those new institutional arrangements and the structure of public-private relations around them. Two case studies will be conducted: Consortial Urban Operations "Água Espraiada" and "Água Branca". Using a multimethod strategy, the research aims at understanding (i) the characteristics and consequences of the instrument's institutional arrangement and (ii) the public-private interest intermediation processes around it. Finally, the research also aims at contributing to the development of the research agendas for urban policies and transformations of the policy-making processes. (AU)
