The proposed research has the fundamental objective of making a critical analysis of the Federal Intervention of Rio de Janeiro in 2018. During the vigence of the nº 9.288 decret, that lasted until December of the same year, the journal Agência Pública release the special series Efeito Colateral, published during October and December of 2018, with the purpose of investigating the repercussions of the measure in the population of Rio de Janeiro. Therefore, through the study of material and interviews with the professionals of the vehicle, it is intended to understand the value of the production of independent media for a dissemination of civic demands. For this, the studies of Nelson Traquina (2005) and Cicilia Peruzzo (2009) will be followed to understand the new journalistic configurations in the contemporaneity. As a method of analysis, Critical Hermeneutics (THOMPSON, 1995) will be used for understanding the construction of meaning techniques. In that way, the research will investigate and declare a statement about the importance of independent journalism for the cover of minorities in the Rio de Janeiro.
