Abstract

This project aims to discuss the social genesis of belief in the effectiveness of economic discourse in decentralized instances of environmental governance in rural areas. The project proposes the problematization of the hypothesis that the consolidation of the environmental question in the contemporary political-social agenda is related to the nomination potential that the marginal utility theory has developed during the twentieth century. Therefore, it will undertake bibliographical and documentary research about the economic naming acts of the environmental issue in rural contexts based on the experience of decentralized and participatory water management in the rural territories of France - internationally recognized experience and, in Brazil, adopted as reference in the debate about economic valuation of water resources.
