Abstract

Brazilian geopolitical thought, which took place within the Armed Forces, exerted influence on the projects executed by successive governments, whether authoritarian or democratic. Golbery do Couto Silva, the main exponent of this "school", left formulations about the main hydrographic basins in the Brazilian territory, namely, the Amazon Basin and the Silver Basin, in this way we will verify the similarities and differences in the formulations of this author, these two areas. These are the two largest basins found in South America, and have been a constant concern of Brazilian governments, especially during the Military Regime (1964 - 1985). The study has recovered the main achievements during this period, as well as those undertaken after redemocratization, and how they reflect the ideals defended by Golbery. He found that the concept of "living borders" was used with a distinct character in the Amazon Basin and the Plata Basin. From this it is concluded that the projects undertaken in the two basins, of which the main examples are, the Calha Norte Project and the Itaipu Hydroelectric Power Plant, reflect this different conception of the same concept.
