Abstract

Between 1976 and 1983, Argentina was under a civil-military dictatorship that produced numerous serious human rights violations: arbitrary arrests, political persecutions, threats, dismissals, enforced disappearances, tortures, and murders. In this violent context, thousands of Argentines were forced to leave Argentina to save their lives. One of the main destinations for the Argentines was Mexico, recognized for its open-door policy in welcoming thousands of persecuted politicians from Latin America and other continents. This Mexican welcoming policy was also responsible for ensuring that thousands of Argentines were able, together with other non-state and state actors, to work in a network to denounce the serious violations of human rights in Argentina. Thus, this project aims to understand how the relations between the government of Argentina, the government of Mexico and the Argentine exiles were built, what were its repercussions concerning the serious human rights violations that occurred in the Argentine civil-military dictatorship from 1976 to 1983 to explore whether these violations affected or not the bilateral relations between these actors. To understand this triple relation, this research will analyze documents from the Ministry of Foreign Affairs and Cult of Argentina, the Secretariat of Foreign Affairs of Mexico and will interview ex-diplomats, exiles, and researchers of the theme. The analysis of the documents will focus on the decision-making process of the Argentine and Mexican diplomats according to the foreign policy of Argentina and Mexico, the bilateral relation between these countries regarding human rights and the perception and the role of the exiles in this relation.
