Abstract

This project aims to study the logic and the causes of the regimental changes around the appraisal of presidential vetoes for the Brazilian case, furthermore introduce on the organization of legislatures literature a new angle about how the governmental coalition is the main actor on the Congresso Nacional's institutional changes studied in this project. By engaging in systematic analysis, it is intended to investigate, with discourse and legal devices analyses, the specific actors, partisan and institutional-like, behind the making of the institutional changes through Resoluções do Congresso Nacional.
