Abstract

This project aims to contribute to the understanding of the relation between multilateralism and democracy through the analysis of the strategies to promote adherence to electoral norms, which is considered to be the main strategy used to promote democratic guarantees in the transnational governance in the Americas. The study contributes to enlight the relation between the three most common tools available to transnational actors: observation, assistance, and enforcement. A new understanding is proposed through the analysis of the observer's dilemma. By integrating a comparative approach (Kernel Ridge Regression) with a with-in case analysis (elite interviews applied to theory-testing process tracing) it aims to observe the causes and mechanisms related to the uses of shaming in the press reports released by the missions of electoral observation.
