Abstract

There is a global concern about the need to expand the scientific knowledge on how to encourage the engagement of the various publics in the environmental sustainability policies. Communication proves to be strategic in the context, as it is able to contribute to the construction of the relationship between the State and citizens, supported by management transparency and access to information on the formulation, execution and evaluation of public policies. This research project proposes, as a general objective, to map the institutional strategies and activities of the press advisory of the Secretariat of Infrastructure and Environment of the State of São Paulo and produce a diagnosis about their adequacy in relation to quality criteria indicated by the literature in public communication and public relations. The specific objectives are: a) to characterize the information available on the official portaland on the Secretariat's Facebook page, according to specific categories of evaluation and in relation to the fulfillment of the right to information and proactive transparency; b) to characterize the management routines and content production practices of the Secretariat's communication advisory, in relation to normative parameters of the public communications in Brazil and scientific knowledge about public relations strategies in government communication; c) to identify and characterize quality differentials and opportunities for improving the management routines and content production practices of the Secretariat's press advisory; d) to identify and suggest, based on the results found regarding the public communication of the analyzed secretariat, interpreted in the light of the review of the literature, recommendations for the management of communication capable of contributing to the dynamization of its performance.
