Abstract

During Argentina's civil-military dictatorship (1976-1983), the military had to look for diplomatic strategies to challenge national and international complaints about its human rights violations. Different actors carried out these denunciations, such as exiles in Mexico, one of the main destination countries for Argentines, recognized for its historical policy of welcoming politically persecuted people in the 20th century. During the research in Argentina, I propose to study the decisions and actions of the Argentine diplomatic agents in Mexico, focusing on the theme of human rights and the denunciations of exiles in that country based on the concepts of Foreign Policy Analysis (FPA) and theories of social movements. Methodologically, I work with documentary analysis of telegrams and other communications between the Embassy of Argentina in Mexico City and the Ministerio de Relaciones Exteriores y Culto (MREyC) of Argentina, located in the MREyC's Archivo Histórico de Cancillería, as well as other files in the city of Buenos Aires.
