Abstract

There is a global concern about the need to expand scientific knowledge on how to encourage the population's engagement in public policies for environmental sustainability. Communication is strategic in this context, as it contributes to the relationship between the State and the citizens, supported by management transparency and access to information about public policies. This research project proposes, as a general objective, to map the institutional strategies and communication actions of the Secretariat of Infrastructure and Environment of São Paulo and the Department of Environmental Development of Montevideo to produce a comparative analysis of the agencies concerning quality criteria indicated by the specialized literature on public communication and public relations. The specific objectives are: (a) To characterize the information available on the official portals and Facebook pages of the Secretary and the Department on environmental sustainability policies, according to evaluation categories and compliance with the right to information and active transparency.; (b)To characterize the management routines and content production practices of the communication office of the State Secretary of Infrastructure and Environment of the State of São Paulo and the communication sectors of the Department of Environmental Development of Montevideo, according to normative parameters of public communication and public relations in government communication; c) Differentiate the quality of communication of the agencies and identify opportunities for improvement of their management routines and content production practices; d) Discern and suggest recommendations for the management of communication capable of contributing to the dynamization of the communication performances of the agencies, interpreted in light of the review of specialized literature.
