Abstract

The urban planning policy instrument Cota de Solidariedade [Solidarity Quota] was implemented at the 2014s revision of Plano Diretor Estratégico (PDE) [PL16.050/2014] during Fernando Haddad s mayorship (2013-2016) and potentially represents an important redistributive tool in the city. As the literature suggests, mainly produced by architects and urbanists, the application s potential of this instrument is low, since the alternatives provided by the law do not alter considerably the current scenario of Social Housing construction. Therefore, this research project aims to contribute to the study of the Cota de Solidariedade from the point of view of political science and public policy studies. The research will start by comparing the Brazilian experience in São Paulo, including other instruments developed with the same goal, and the international experience in Europe, such as London or Paris, broadly indicating its similarities, differences, and implementation challenges. The project will map the political agents (urban capitals, but not exclusively) involved in the formulation and implementation of this device in São Paulo, highlighting and qualifying the public-private partnerships established.
