Abstract

The increased use of Battery Electric Vehicles (BEVs) is a worldwide trend. BEVs emit less pollutants during operation, allow the use of renewable energy sources and are, from a technological point of view, more efficient than Internal Combustion Vehicles (ICVs). The process of popularizing BEVs in Brazil relies on research and initiatives by companies and the government. For example, from 2013 to 2018 CPFL, Unicamp, CPqD and Daimon studied the impacts of BEVs for the electricity sector and urban mobility in Emotive R&D. Since 2017, through the PROMOB-e project, the Ministry of Economy, in partnership with the German Ministry of Economic Cooperation and Development, has been working to consolidate electric mobility. Some Brazilian states already offer benefits to BEV owners, such as: 50% discount on IPVA, tax exemption for imports of cars powered by electricity or hydrogen and release of municipal rotation. In 2018, ANEEL announced the call for a Strategic R&D project # 22/2018 with the objective of receiving projects for solutions in electric mobility; and approved Normative Resolution (REN) # 819/2018, which establishes the procedures and conditions for carrying out activities for recharging electric vehicles. Also in 2018, the BNDES made available 6.7 million for electric vehicle charging network projects. Finally, there is Route 2030, the first long-term automotive industrial policy implemented in Brazil; and the National Electric Mobility Platform (PNME), an instrument of articulation between actors, to coordinate actions aimed at the development of electric mobility in the country. In this context, the present research contemplates the analysis of the impact of the incentives for the development of the electric mobility sector. Since energy price is one of the relevant factors for users to choose between ICVs and BVEs, the integration of BEVs recharging structure with Solar Photovoltaic Generation (SPG) is also evaluated.
