Abstract

Participatory budgeting (PB) is an urban management instrument and democratic innovation with references based on deliberative and participative democracies. PB has a focus on the popular debate about the opening of public budget, beginning in Brazil and, in the last thirty years, has been passing through a massive global dissemination, while declining in its country of origin. The objective of this BEPE (Bolsa Estágio de Pesquisa no Exterior/Scholarship for Research Internship Abroad) research project is to show how the opportunity of working with Dr. Brian Wampler - an expert in researching PB in the Brazilian context - at the Boise State University (BSU) will help the final outcomes of the doctoral thesis on its theoretical and methodological dimensions. By its characteristics, PB is an urban instrument with an inherent territorial basis, justifying its choice as a research object for the geographical science and urban studies. However, the conceptual and analytical frameworks of public policies, political science and public administration - scientific realms in which BSU is an important hub in the United States - could increase significantly the quality of the thesis. Participation in classes and scientific events, field works in North-American and foreigner cities and constant contact with expert researchers in PB will be fundamental to the analytical process of this scientific investigation and to the theoretical and methodological construction of the "territorial impact" concept. As a result of the BEPE period, this concept will be fundamental to the conclusions of the research and its replicability, being the theoretical core of an approach on PB that relies on the ideas of spatial justice. This will then be published and presented as an integration with the socio-spatial fragmentation framework of the FragUrb project, providing a dialectical contribution to both the major broader project and this investigation.
