The decentralization model that Brazil has adopted since the 1990s has caused incentives for a redefinition of responsibilities among the governmental spheres due to it determines what will be the guidelines of policies at the federal level, and its enforcement on the states, municipal and Federal District. For this reason, this research studies the dimensions connected to the most recent dynamics of education policy focusing on increasing the privatization process of elementary school in Brazil in view of legislation and the perspective of educational actions that follows the economic and managerial rationality that have predominated over in recent decades. Accordingly, the study will investigate the following issue: what are the effects of the private sector on Education Policy and its performance to the elementary school of the Municipal Public system in Teresina - PI, and what are the implications for ensuring or restricting the right to education? Therefore, this study aims to analyze the performance of actions of the private sector on Educational Policy to the basic education at the Municipal Public School in Teresina - PI, concerning the management and curriculum, and the consequences of 1this policy, ensuring as a right education. This is a documental study on a quali-quantitative focus that aims to collect and analyze quantitative data in order to understand the educational results consequently from the adoption of programs and projects implemented between 2001 and 2020, a period that encompasses the insertion of first partnership located in the Electronic Official Gazette of the Municipality of Teresina (DOM). Official documents will be analyzed at the municipal and national level, particularly those concerned with public-private partnership. The research will be based on authors who discourse the theme, namely: Adrião (2009), Adrião (2018); Oliveira and Araújo, (2005), Peroni, (2003), Silva (2019), Lumertz (2008), Ximenes (2014), among others.
