Abstract

Considering the critical international conjunctures of the 21st century, that is, the global crisis of 2008 and the Covid19 pandemic, starting in 2020, the question is asked: what were the partial and selective responses of Brazil to the transformations in the globalization agenda? In this matter, one must take into account not only the economic theme, but mainly the political crises (in the system of representation before the mass electorate, in the coalition presidentialism between Congress and the Executive and in the interaction between the three Powers) that affect the our country for at least a decade. The identification of the new political-economic challenges that emerged in the domestic agenda, in response to the macro conjunctures pointed out above, is the main starting point of this research. In line with the analytical framework of the larger project, led by Professor Lourdes, whose focal point is the political and institutional analysis of the process of formation of economic and environmental climate policies, this postdoctoral research proposes to carry out a survey of the international academic literature on the nature and scope of the transformations associated with each of the aforementioned situations and their impact on the domestic sphere in emerging economies, with emphasis on the Brazilian democracy of the "emerging market". Following the studies of Gourevitch and Solingen (2016), when, in the face of critical conjunctures, latu sensu distributive conflicts - for survival and eventual political dominance - are reflected in the reconfiguration of sociopolitical coalitions that compete with each other, the research seeks to understand to what extent and through what mechanisms will the reconfiguration of interests, ideas and expectations observed at a sociopolitical level be reflected in the reconfiguration of relevant policy coalitions, considering, in this approach, the electoral point of view, that is, the ideas and values of the winning coalitions and the learning gained by the losing coalition. In this sense, there is a need to map coalitions, in view of their comparative autonomy in the relevant decision-making arenas. Faced with the urgency of thinking about the democratic issue, and using a combination of different methodologies (narrative analysis, process tracing and congruence analysis) and different theoretical frameworks (coalitions, consensus, political paradigms, political entrepreneurship, implantation and location), notably , the last twenty-five years (1998-2023) are considered a period of important transformations in the agendas of globalization and democracy and, therefore, necessarily, Political Science, International Relations and Economics, areas of knowledge included in this great project, need to investigate it.
