Abstract

This project endeavors to extend studies on deliberative democracy, drawing on Jürgen Habermas's theory, and applying it within the realm of public and private entities, focusing specifically on gender equality in the context of the FIFA 2023 Women's World Cup. The project will develop a replicable social audit model, incorporating Habermas's communicative rationality aligned with the norms of the Brazilian and European Union Audit Courts. It will investigate the Ministries of Sports and Human Rights in Brazil and Germany, as well as private entities associated with this major sporting event. Additionally, a linkage will be established between communicative rationality and administrative practices for managing complex systems, considering their shared foundations of correctness, sincerity, and truthfulness. The inquiries will be based on reports produced by international media during the event, categorizing them under rights inequality. A comparative study across these two countries will enable an evaluation of variations in FIFA's governance and local policies. The central argument focuses on measuring the permeability of democratic civic common sense and identifying barriers in effective communication and civic engagement. The project aims to contribute to civic education and the integration of theory and practice in addressing the challenges of participatory democracy. (AU)
