Abstract

Government purchases are an important instrument that nations use to promote and encourage their local companies, especially micro and small companies (SMEs). Being qualified to supply the State means complying with a set of legal and management capacity requirements, which imply decision-making to fulfill these requirements and, therefore, result in a better-trained company with higher survival rates in compared to those that do not participate in this market. On the other hand, international trade has greatly intensified in recent decades, posing a great challenge to its facilitation, regulation and monitoring. The intersection of these two themes brings great theoretical and practical challenges to Brazil, as issues such as the release of government purchases for foreign companies can put MSEs at risk. Furthermore, the role of the GCs policy is to train and strengthen local companies and if they are only intermediaries (importers) of goods and services that will be delivered to the State, they can lead to deviations from the purpose of the various mechanisms existing in Brazilian laws that provide a different regime to MSEs. This master's project aims to contribute to this discussion, in an original and unprecedented way, proposing the estimation (measurement) of local content, in CGs arising from MPEs.
