Abstract

The research is based on the hypothesis that on the North Coast of São Paulo, the effects of extreme events resulting from climate change have an impact on city systems, given the particularities of their urban and regional planning. This arrangement is visible in other regions of the country that are also subject to the same impacts, so the work aims to contribute to advancing the frontier of knowledge based on the central theme: the urban fabric of Brazilian city systems and their relationship with climate change. The object of study are the municipalities that make up the North Coast of São Paulo, a sub-region of the Vale do Paraíba and North Coast Metropolitan Region: São Sebastião, Caraguatatuba, Ubatuba and Ilhabela. The aim is to characterize and analyse the urban fabric of these municipalities at a regional level in order to understand their relationship with the extreme events that occurred in February 2023. The chronological limit is defined by the planning milestones: the CEPEU plans of 1967 that configured these municipalities as a system of cities; and the evidence of the collapse of this system after the events of 2023. The results will be analyzed using the data triangulation method, supported by theoretical inputs on urban fabric, using theories of urban morphology and regional urbanization; concepts such as urban dispersion, metropolization and climate change; and definitions such as disaster, environmental risk, resilience, adaptability and mitigation. The main discussion is the construction of perspectives on the adaptability of cities at local and regional level, as the study aims to innovate in urban perspectives for the adaptability of these fabrics, in the understanding of a system of cities, through resilience and mitigation.
