Abstract

The current context of housing policies worldwide points to an overall rising significance of rent, shifting the historical trend in Latin America and Brazil, where housing policies have been centered on ownership models. The São Paulo Municipality has a social rent program since 2002 which demands a structural review of its managerial processes and instruments. It is still sized as a pilot effort and lacks the overall structural planning for scaling up - a public policy under construction, as such.This public management project intends to provide inputs to the formulation of a social rent program for the São Paulo Municipality by reviewing the institutional structure and regulatory and managerial instruments; promoting enhancements and innovation towards effectiveness; enabling the scaling of the program; targeting involuntarily removed families; understanding social rent as a public housing service, provided by the state - but also in partnerships - and having the public interest as its purpose. This new conception stands on four guiding axes: production of new housing units (renovation, construction and acquisition); management (formulation, implementation, monitoring and assessment of the program); access (selection and prioritization criteria for the demand); and permanence (assuring the continuity of the housing service for the targeted public).Aiming for scientific advancement, it is required to contextualize the conception of housing as a public interest matter and as a public service against a background of financial hegemony that renders public policies as instruments for pushing the new frontier for capital accumulation, one centered around real estate and finances and transformative of urban territories.
