Abstract

Policy transfer have been widely used by policymakers and multilateral agencies to spread political elements aligned with international agendas. The outcomes of these transfers often include experiments from other regions, which can help reduce economic and political costs during policy implementation. However, these policies can sometimes reflect a coercive transmission, reinforcing the international influence of certain multilateral agencies. In Brazil, one area that requires further investigation is the public policies and programs for rural extension that stem from cooperation projects between the public sector and multilateral agencies. Meanwhile, research groups worldwide have been dedicated to analyzing global agendas and public policies aimed at rural populations. Among these groups, the researchers at the International Food Policy Research Institute (IFPRI) stand out as a center of excellence in studies on international agendas and public policies. Given this context, the proponent of this project aims to undertake an academic internship with this group of researchers to explore the theoretical and analytical framework of policy transfer. The goal is to analyze how global agendas are incorporated into the processes of transferring rural extension policies in Brazil. As a result, the researcher hopes to gain a deep understanding of policy transfer theories, which form the theoretical foundation of their doctoral thesis, correlate their research with the projects of the host institution, establish academic partnerships with the visiting research group, and develop a working paper based on the findings of the academic internship. Overall, it is expected that this mobility will contribute analytically to the doctoral project associated with this research internship proposal.
