Abstract

Socio-environmental conflicts can indicate inequalities in access to and use of natural resources. In many cases, these conflicts result in more severe social, environmental, cultural, and economic impacts on populations already facing socio-economic vulnerability, such as artisanal fishing communities. Transforming ocean-related conflicts into sustainable scenarios requires a comprehensive understanding of their causes, values, and power dynamics, as well as creating opportunities to engage a broader range of stakeholders and explore more equitable alternatives.The Baixada Santista region, located on the central coast of São Paulo, is the most urbanized area of the state and stands out for its Metropolitan Region, home to approximately 1.7 million inhabitants. The Port of Santos (one of the largest ports in South America) and the Cubatão industrial complex are key drivers of conflicts in this region, which is also home to various communities that rely on artisanal fishing and, consequently, the health and services of marine ecosystems.This research aims to develop pathways for transforming conflicts into more equitable and sustainable scenarios along the São Paulo coast, with a specific focus on the Baixada Santista region. Additionally, part of the study will involve integrated analyses with other case studies linked to the main project associated with this grant. The research will employ participatory methodologies, co-design, and co-production of knowledge. Expected outcomes include the development of collaborative processes and transitions toward sustainability, including more effective environmental governance arrangements.
