Abstract The Centro de Estudos em Implementação de Políticas Educacionais will investigate the processes involved in implementing educational policies in the state of São Paulo, with a particular focus on curriculum policies. The Center's mission is to diagnose and propose improvements related to curriculum implementation, aiming to positively impact student learning outcomes and reduce educational inequalities. Based on an analysis of the public policy implementation cycle, we aim to understand the existing challenges and how they can be addressed. Here, we consider the implementation cycle to encompass policy design issues, as well as pedagogical and curricular elements, school management, teacher training, and students' experiences within schools. This approach enables a comprehensive understanding of how pedagogical aspects, teacher preparation, school organization, and the management of schools and classrooms influence learning and educational disparities. The Center's activities will be organized into five research streams, each coordinated by a lead researcher. The Center will collaborate institutionally with Instituto Unibanco and the State Department of Education, which will be engaged across the various research areas. The third research stream, which is the focus of this specific proposal, is entitled "School Management, Leadership, and Curriculum Policies" and seeks to address the following research question: What are the current challenges and potential strategies to enhance management and leadership practices among school leadership teams? To this end, the research will adopt a mixed-methods approach, comprising an exploratory qualitative phase involving interviews with principals from high-performing schools, based on SAEB data, and a quantitative phase that captures the perceptions of various stakeholders involved in school management and leadership. | |
