Abstract

The research will focus on mapping and analyzing the networks and policy communities involved in the design and implementation of family policies within the Ministry of Women, Family, and Human Rights (MMFDH) during the Bolsonaro administration (2019-2022). The study will take as its central case the National Secretariat for the Family, seeking to understand how conservative values and agendas were institutionalized in this field and maintained after the governmental transition. The methodology will combine literature review, documentary analysis of official publications, actor mapping, and social network analysis. The research is expected to contribute to the understanding of the dynamics of institutionalization and resilience of conservative public policies, as well as to the academic debate on the relationship between the State, civil society, and policy communities.
