Abstract

After a steady rise in popularity across politics and academia, data and indicators are at the heart of city issues, representing a paradigm shift in how urban management is conceived. This data-driven vision has become a dominant rhetoric in many local, national, and international forums concerned with cities. Data-driven urban thinking is one of the most decisive trends in urban decision-making today. It fuels a widespread understanding of data as a key ingredient in urban policy, from competitiveness to good governance, with accountability and transparency. The overall objective of the postdoctoral research is to collect and process quantitative and qualitative data to support the analyses proposed in the diagnosis, choice of variables, and construction of indices that will comprise the HIS ESP Digital Platform, focusing on urban indicators standardized by ABNT NBR ISO standards and the United Nations Statistical Commission. This diagnosis will be prepared based on the collection of relevant data, as well as its spatialization, using digital georeferencing tools, and the analysis of the dynamics of housing supply and demand around the Individual Credit Letter (CCI) modality, comprising the economic/financial and territorial axes, covering the analysis of the dynamics of demand and supply, and the location of ICC implementation. The methodology consists of an updated literature review and bibliometric analysis, case study using São Paulo Metropolitan Regions, and data analysis using Fuzzy Logic. Despite the complexity of more comprehensive and integrated approaches, this postdoctoral research proposal aims to provide an important information base to assist in the implementation of a digital platform for a Science Centre for Development (CCD) that will enable the evaluation of public policies for the promotion of social housing implemented by the State Government of São Paulo since the expansion of its scope of service to the general population starting in 2023.
