Abstract

This project forms part of the PhD research Climate Litigation in the Brazilian Energy Sector: Challenges and Perspectives for the Energy Transition (FAPESP nº 2024/23409-6), which analyzes how judicial disputes in the energy sector influence climate governance and the protection of human rights in the context of a transition toward low-carbon energy mix. The BEPE internship at Université Laval (Canada), under the supervision of Professor Louis Gosselin, within the project Co-constructing Energy Systems and Buildings in Nunavik, strengthens the comparative dimension of the research by enabling the study of energy governance practices applied in Indigenous communities of Northern Québec, marked by climate and socioeconomic vulnerability. The methodology combines a comparative literature review, documentary analysis of technical and institutional reports, academic integration into the activities of the Canada Research Chair in Energy Efficiency, a technical visit to Nunavik to observe energy systems and community practices, and a Brazil-Canada comparative analysis aimed at identifying replicable patterns and adaptable models of energy governance. The dissemination plan includes publications in academic journals, presentations at conferences, workshops, and lectures, expanding the academic and social reach of the research. The choice of Université Laval is justified by its international excellence in the field of energy efficiency and the consolidated experience of its research group in projects that integrate technological innovation, climate justice, and community participation. This approach reinforces the relevance of the internship by articulating legal, technical, and social dimensions of energy governance, broadening the scope of the research and promoting inter-American cooperation for innovative solutions to energy transition in the face of the climate emergency.
