The objective of this study is to conduct research on the Municipal Higher Education Institutions (MHEIs) in the state of Sao Paulo, within the context of Brazilian Higher Education. MHEIs belong to the state educational system, and, according to state legislation, must be supervised by the State Council of Education (SCE), organ of the State Secretary of Education, differently from the other state public institutions, which are autonomous. We start from available data, collected and organized by SCE, published in 1999, as well as from the data from the Higher Education Census (Ministry of Education / INEP, 2007), whose accuracy will be checked throughout this research. This paper involves the study of the MHEIs' legal aspects, quantitative indicators and qualitative analysis. The first data to be collected in the legislation (federal, state and municipal), when compared, will enable a more complete and in-depth comprehension of the MHEIs' legal configuration. In relation to quantitative data, we aim at reconciling those ones available (SCE and Inep/MEC/Fapesp) for the analysis, and also investigating the organizational structures and the resource sources. Qualitative research consists of case studies to be carried out at selected MHEIs, respecting the sub-categories: Colleges/ Institutes/ University Centers/ Universities, in the state of Sao Paulo.
