Abstract

On the basis of the experience acquired in relative previous research to the accompaniment of the implantation of Deep of Maintenance and the Development of Basic Ensino and of Valuation of Magistério (FUNDEF) in the State of São Paulo and Brazil verified it insufficient formation technique of the pictures of the City departments of Educação (SME), as well as of the Council members of the different Advice of the area of education in charge considering, evaluating, managing or following the entailed programs and projects of educational politics and resources the education. This is one of the reasons for which, presented this Project of Research in the Program "Public Politics" of the FAPESP, with the objective tohelp to more construct a qualified formation and adjusted for Council members and Technician in the area of financing in different public instances. In these research, the great unfamiliarity was proven, on the part of the population and same of organized social groups, regarding as, how much and in which activities or programs, the resources of the education had been or are being applied. Therefore, one understood that it has the necessity of if creating conditions so that sectors and organized groups of the population, beyond municipal controllers of the educational area and its assessorships understand and dominate the nature of the public resources destined to the education and are instrumentalizem in relation to the accompaniment of its application for the in charge public agencies of such expenses. Therefore, this Project of Research of "Public Politics" comes in such a way to contribute for the qualification and consolidation of permanent bodies technician and of the different Secretariats, how much of representatives of users of the public nets of education, in the measure where these also participate of agencies of relative accompaniment and social control to the educational sphere, and more necessarily, to the execution of the public mounts of money. The Law of Lines of direction and Bases of the National Education nº. 9.394/96 regulate what operating expenses and development of education are considered and make possible the necessity of public control on the resources constitutionally tied with the education. It has been distinguished that the Federal Law of nº. 9.424/96, that it regulates the FUNDEF, also institute the creation of Advice of Accompaniment and Controle Social (CACS) in the Cities, the States and the Union. However, in innumerable cases, the performance of these Advice of fiscalization summarizes it emptied formal and bureaucratic procedures of content and felt in effective detriment popular participation. It can be evidenced that its members little know of thematic in the this direction objectives of the research are: to raise the technician-administrative ability of the pictures of the City departments of Education; to make possible the elaboration and the use of modern instruments of public administration; to offer orientation for Municipal Council members to guarantee a democratic, transparent, competent functioning of the Advice of Accompaniment and Social Control of the FUNDEF and the City councils of Education; to carry through courses of initial or continued formation for parents, employees, professors, as well as for representatives of the Executive and Legislative; To produce manuals, guides, folders, videos, DVDs, multimedia etc.; To sensetize the Municipal Council members - representative of the community and the official agencies - for the importance of the Education in the City, being searched its commitment with a transparent process of accompaniment and social control.
