Abstract

The present project of research considers it to argue the connections between the process of elaboration, budgetary planning and execution, specifically in the educational area, lead for the municipal administration and the instances of participation of the civil society in the management, social control and accompaniment of this process. The research will be developed by means of study of case in a municipal administration who has considered the democratic management as priority of Public administration and that has installed and is in functioning the Accompaniment committee and Social Control of the Fundef and the common Budget, object of the inquiry. The objective of study is to examine and to compare the reach of the participation and the social control on educational the budgetary management exerted by the committee related in a Municipal City hall. One expects to construct to a Picture of the difficulties and necessities that hinder the exercise most effective it exercise it social control in spaces of local co-management of public politics.
