Ph.D. in Earth System Science from the National Institute of Space Research (CST-INPE), and a masters and Ph.D. in Latin American Integration from the University of São Paulo (USP-PROLAM). She was a Visiting Researcher at the Durham Energy Institute and the Department of Anthropology, University of Durham, UK. Postdoctoral researcher at the Institute of Energy and Environment, University of São Paulo (IEE-USP). Researcher in the Global Environmental Governance and Carbon Market Research Group, School of Administration at UFBA, Brazil. Researcher at the São Paulo Center for Energy Transition Studies - CPTEn. She is a member of the Energy and Sustainable Development Working Group (GT) of the Latin American Council of Social Sciences (CLACSO), where she coordinates two lines of research: Energy Poverty, Justice and Gender in Latin America, and Geopolitics of Energy Transition and Regional Integration. Since 2022, she has participated in the ProETUSP Thematic Axes Program, conducting research related to the implementation of the Sustainable Development Goals (SDGs) in Brazil, focusing on proposing public policy agendas. Her research interests include key areas such as climate and energy governance, energy transition, public policy analysis, energy and climate policy, institutions and management, corporate social responsibility, and the water-energy-food nexus. Her expertise includes the analysis of quantitative and qualitative data, big data, and bibliometric techniques to map the scientific landscape in different areas. The main focus of her work is the analysis of public policies, for which she uses machine learning tools to assess the effectiveness of public policies, programs, and projects. She also uses natural language processing (NLP) models to extract insights from documents and texts. Her expertise is also highlighted in the analysis of discourses and narratives present in the agendas of various voices that make up the social fabric, including media, governments, civil society, and corporations. Using advanced techniques (NLP algorithms), she maps and analyzes social media content, identifying discourses, sentiments, and political polarization, providing insights for a deeper understanding of the ever-changing social dynamics. Throughout her career, Lira has had the opportunity to collaborate on relevant research projects, applying innovative and rigorous methods to generate impactful scientific knowledge, always seeking interdisciplinary dialogue and providing recommendations for public policy agendas.
