The co-management of Early Chidhood Education Centers Nave-mãe: a public-private partnership analyzed

This research, funded by the São Paulo Research Fundation (Fapesp), presents and analyzes the Special Assistance Program for Early Childhood Education (PAEEI), popularly known as 'Nave-mãe' Program, implemented in São Paulo city of Campinas, in 2007. For this program, was inaugurated in this municipality, the transfer of management of public Early Childhood equipment to the private sector. It sought, to more specifically, show that the `Nave-mãe¿ Program differed from traditional models of agreements established in early childhood education, which historically have been consolidated through public subsidy for supply of places in philanthropic schools, community and religious. It also investigated whether the private management model of `Nave-mãe¿ Early Childhood Education Centers correspond to the form of participation called co-management, as recorded in the documents that reguled. In addition, we analyzed the size Workers and Workers of Education, provided for in Cost Student Initial Quality (CAQi) (CARRERA; PINTO, 2007) comprising journey of students and teachers regarding children per class and children per teacher, salaries teachers, the management and administrative staff in eight "Nave-mãe¿ Early Childhood Education Centers seeking to compare them to the inputs of direct Early Childhood Education Centers, located in the regulations. The period defined for analysis included the period of 2007 to 2014 which included the year in which the program was legally established until the last for which data were available. To meet the research objectives rose primary data related to the implementation and operation of the `Nave-mãe¿ Program, basic education and municipal early childhood education, which included legal documents, budget parts, financial reports on the program, call the demand, among others. We also used for analytical support, the theoretical research related to the topic of this research. The study showed that the `Nave-mãe¿ Program is different from the traditional partnership formats set to expand the service to Kindergarten, first because it is not offering subsidized jobs, but the transfer of public school units management the private sector, subsidized with public funds, second, because the volume of spent resource per child, represented in the form of spent-student year, differs from traditional agreements and "alternative" to the low cost (FRANCO, 1984), ie , is a partnership modality that has a high cost to the offered standard of care translated by overcrowding nursery rooms and working conditions of teachers and monitors that operate in this Education centers. The `Nave-mãe¿ Program materializes the transfer of public equipment management to the private sector, the perspective of managerial logic defended by hegemonic sectors with a view to "easing" of public management, confirming trends announced in previous investigations (ADRIÃO; BEZERRA, 2013) (AU)
