Abstract

This dissertation analyses one slum urbanization project of the \"Programa de Aceleração do Crescimento\" (PAC) and one social housing project of the \"Programa Minha Casa Minha Vida\" (PMCMV) in the city of Carapicuíba, focusing on the actions of \"Caixa Econômica Federal\" (CEF) as an agent of housing policy. The objective of this research is to understand the recent housing policy, thinking the place of the State and the recent socio-spatial changes in the metropolitan periphery of São Paulo. In view of the historical dimension of Brazilian housing policies, this research aims specifically to understand the institutional practices of CEF in the materialization of the housing projects, establishing the relations of this institution with others agents of the production of housing policy (Ministry of the Cities, city halls, state government, service providers and construction companies). From this point of view, this work contributes for a reading of the entrepreneurial logics involved in the current urban production and of the forms (economic, policy and social) that determine it. The reflection developed in this work is presented in the following perspective: 1) a \"neoliberal rationality\" (Dardot & Laval) creates levels of indistinction between the action logics of public and private agents; 2) this rationality is being reviewed and deepened into an entrepreneurial production of the urban which is objectified and subjectified in the space and in the populations; and 3) a central moment of this process is the extension of this rationality to the local public authorities and to the private companies through state actions institutionalized on CEF. The methodology of this research was mainly based on documental analysis and qualitative analysis by means of field observations and interviews. This material was studied in the light of a contemporary bibliography that crosses different areas of knowledge (urbanism, geography, economics, sociology) in the search of a better understanding of urban spaces and processes of urbanization.
