Graduação em Bacharelado-Física pela Universidade Federal de São Carlos (1984), mestrado (1988) e doutorado (1993) em Geofísica Espacial pelo Instituto Nacional de Pesquisas Espaciais (INPE). Fez doutorado sanduíche na University College London, Londres (03/1991 a 02/1993), trabalhando no grupo de Atmospheric Physics Laboratory. Atualmente é professor / pesquisador adjunto, fundou o grupo de pesquisa em Física e Astronomia e coordena a rede de observatórios ionosféricos da UNIVAP (São José dos Campos-SP, Jataí-GO, Palmas-TO, Araguatins-TO e Manaus-AM). Tem experiência na área de Física Espacial, Física da relação Sol - Terra, Física da Atmosfera Superior e Física da ionosfera. Pesquisador responsável pelo projeto temático da FAPESP (N 2012/08445-9) intitulado: Estudo da variabilidade dia-a-dia da mesosfera, termosfera e ionosfera em baixas latitudes e região equatorial, durante o ciclo solar 24. Já orientou 4 alunos de doutorado e 10 alunos de mestrado. Um dos organizadores da sessão C1.1 do COMMITTEE ON SPACE RESEARCH (COSPAR - 2006, 2008, 2010, 201, 2014 e 2018), foi membro do corpo editorial de edição especial do Advances in Space Research de 2006, 2008 e 2014. Eleito vice-chair da Scientific Commission C: Space Studies of the Upper Atmospheres of the Earth and Planets Including Reference Atmosphere (COSPAR), para o período de 2018 a 2022. Eleito co-chair da Division II-Aeronomic Phenomena e chair do Working group II-E Ionospheric irregularities, fields, and waves do IAGA (International Association of Geomagnetism and Aeronomy), para o quadriênio 2011-2015. Eleito chair da Division II-Aeronomic Phenomena do IAGA, para o quadriênio 2015-2019. Membro do Grupo de Avaliação Ambiental (GAAm) do Programa Antártico Brasileiro, como relator de Ciências Atmosféricas (Portarias 72 de 30/03/2010 e 210 de 14/072017). Selecionado como um dos Top 10 revisores da revista Advances in Space Research de 2012 e recebeu Certificate of Excellence in Reviewing 2013 do Journal of Atmospheric and Solar-Terrestrial Physics. Revisor dos Journal Geophysics Research, Geophysical Research Letters, Journal of Atmospheric and Solar-Terrestrial Physics, Annales Geophysicae, Advances in Space Research, Acta Geophysicae, Earth Planets and Space e Revista Brasileira de Geofísica.
