Resumo

This paper shows the relation between undervoltage protection requirements of Distributed Energy Resources (DERs) and the short-term voltage stability of the corresponding bulk power system, highlighting that the former may have a significant impact on the latter. The discussion of this relationship, as well as the proposal of a procedure to avoid potentially unstable systemic behavior, is the main contribution of this paper. A simplified model of distribution systems (which considers the undervoltage protection of DERs) is proposed, which can be viewed as a secondary contribution of this work. The paper explains the mechanism by which highly restrictive undervoltage settings may result in successive disconnections of distributed generators after a disturbance in the bulk power system. The successive disconnection of DERs can be considered a type of cascading failure that ultimately leads to short-term voltage instability. Based on this finding, the paper proposes a procedure to evaluate and/or adjust undervoltage protection settings of DERs to prevent the aforementioned cascading disconnection. As previously stated, the proposal of this procedure is a key part of the main contribution of this work. The procedure is based on Monte Carlo simulations and was successfully applied to an IEEE benchmark system. (AU)
