Abstract

Based on the Foucauldian genealogical perspective as the theoretical-conceptual guide of the research, we intend to investigate how the discourses of Integral Protection and Social Protection that currently would be legitimizing the rights of children and adolescents are operating, discussing the strategies of knowledge/power through which these discourses would be institutionalizing in the Brazilian scenario, producing subjects. We aim to problematize the National Policy for Children and Adolescents (PNCA) and the National Policy for Social Assistance (PNAS), from a discursive point of view, based on Foucault's hypotheses regarding the Sovereignty Society, the Disciplinary Society, the Security Society and the biopolitics. We believe that both the PNCA and the PNAS would represent important processes of legal and institutional, theoretical and practical, ethical and political reorganization for Brazilian municipalities, based on the respective discourses of Integral Protection and Social Protection. We intend to problematize the implementation of different assistance devices to deal with children and adolescents in Brazilian history through the analysis of literature composed of documents and bibliography, attentive to continuities and permanence as well as ruptures and new inventions. As a methodological procedure, we will search for digital material through the Internet, to form an archive with documents and bibliography. There are several relevant databases in the field of Psychology such as CAPES, PEPSIC, LILACS Google Scholar and SciELO to search for bibliographic material. We will also search in digital banks and repositories of dissertations and theses from universities such as UNESP, USP, PUC and UNICAMP. All the material collected will be organized, and we will carry out a selection of documents and bibliography that are relevant to our objectives. Our hypothesis is that the new institutional possibilities in the area of public policies would be moving from the strategies of seclusion in closed establishments to the practices of assistance dispersed by the territory in which the population inhabits. Such processes would include new dangers, which we intend to map and for which we intend to outline some strategies of productive resistance and subversion. (AU)
