Abstract

This research aims to carry out a socioeconomic and educational census to assist in the development of public policies implemented in federal settlement projects in the Midwest Region of the State of São Paulo. Despite the advances provided by the institutionalization of public policies that regulate Field Education in Brazil and the investments resulting from it through government programs such as PRONERA and PRONACAMPO, much still needs to be done to improve the quality of schools and the education of the population seated. Several studies point to the fact that many field schools do not meet the requirements of current legislation, nor do they receive support from the municipal education departments, which do not promote continuing education and omit information that prevents important official documents from being used. The precariousness of the physical structure of these schools, associated with the closure of a large number of schools in the countryside, has further contributed to deepening the social inequality of peasant communities. As INCRA is the institution that takes care of the country's land policy and enables the implementation of public policies for settled families, it is relevant that it has analytical data on the results of these policies, to verify the possibility of revising existing policies or the development of new public policies. Therefore, our study consists of carrying out a quantitative and qualitative research, which allows a more comprehensive reading of the reality of the settlements. This research will be carried out with 1,884 families that live in different settlements located in 14 municipalities in the Midwest region of the State of São Paulo. Through quantitative data, we will seek to analyze the evolution of these settlements, in order to know the socioeconomic and educational diversity of each one of them. The qualitative analysis of the data will allow a more complete and reliable vision of the movement of the real, which expresses the great diversity and the different dynamics that constitute the different settlements to be researched. In this way, we will use the Content Analysis technique (BARDIN, 1995), in the Categorical (or thematic) modality, in order to understand in a clearer and more objective way the implicit meanings in the collected data, which will help us to identify the possible deficiencies in the settlements, with a view to formulating new public policies and revising those in progress.
