Abstract

Knowing the territory is essential to understand the whole context of a city such as: the places that need investment, how the urban infrastructure is and how the city's growth impacts on the urban climate. The mapping of the municipality and the continuous supply of this information is essential to consolidate an even more efficient management. Urban modeling is based on this information to predict scenarios and help decision making. In this way, this proposal aims to contribute to a Public Policy in Execution (PEX), offering scientific knowledge for the revision of the Strategic Master Plan of São Caetano do Sul - 2016/2025, PDE-2016/2025 (Law No. December 2015), and contributions to its next version, having the Municipal University of São Caetano do Sul as Headquarters and the Municipality of São Caetano do Sul as a Partner Institution. This proposal aims to develop a parameterization for urban modeling of scenario simulation for the municipality of São Caetano do Sul, analyzing the impacts of city growth on the urban climate and demands on the water and sewage network infrastructure system through a predictive methodology supported by computational simulation and use of Geographic Information Systems (GIS). In this way, the target audience of public policies is the municipality of São Caetano do Sul itself, which will benefit from the propositions suggested by the results of the evaluation and modeling, considering the advances that this method will provide for the public management activities of the City Hall of San Caetano. The predominant characteristics of the scientific contribution of this proposal are: construction of a database, evaluation and modeling. The main contributions of this collaborative proposal are expected to be: to contribute, mainly, to two objectives of the PDE (to develop conditions for the implementation of parameterized urban modeling systems that simulate desired scenarios for the growth of the city; and to promote research and desired and prospective urban scenarios in areas of urban interest); contribute to the PDE review process; build a GIS database; generate technical reports on the modeling result, on how the modeling helped in the review process of the PDE and simulations; and to develop API (Application Programming Interface) to incorporate maps containing modeling results in City Hall systems and dissemination material. The research results will be disseminated through articles in journals with a high impact factor and national and international conferences. (AU)
