Abstract

Having the capacity to analyze large databases to produce strategic information is crucial for enhancing the health systems' performance. The COVID-19 pandemic highlighted the need to improve information usage in health systems management around the world. Countries whose governments had information systems for decision support achieved more satisfactory outcomes in the outbreak response. In Brazil, due to issues related to federal management during the pandemic, the CONASS (National Council of Health Secretaries) and the CONASEMS (National Council of Municipal Health Secretaries), which represent municipal and state health secretariats, assumed an unprecedented role in coordinating the Unified Health System (SUS) response to Covid-19. A partnership between CONASS and a consortium formed by press organizations became a reliable source of data on the pandemic's evolution during a period of significant political tension in the country. In 2023, based on the accumulated experience in information management during Covid-19, CONASS conceived the CIEGES Network (Strategic Intelligence Center for State-level SUS Management). The CIEGES network aims to support the development of managerial intelligence in the SUS at the state level, providing access to strategic information to support SUS managers and healthcare professionals in decision-making. The present research project, conducted in collaboration with CONASS, seeks to contribute to the scientific knowledge advance about the use of information in state-level SUS management by supporting the formulation, implementation, and impact analysis of the CIEGES Network. To achieve this goal, the project will combine analytical research models on health systems, resilience, and innovation and use mixed methods approaches for collecting and analyzing qualitative and quantitative data. The expected results will be categorized as follows: a) Projects to support the formulation and planning of strategies for implementing the CIEGES Network by CONASS; b) Projects to support the implementation of CIEGES at the state level; c) Analysis of the impact of CIEGES on state-level SUS management, sharing experiences and best practices; d) Technical and scientific publications documenting the findings. By implementing this research project, the collaboration aims to enhance the understanding and effective use of information in healthcare management at the state level, thereby contributing to the improvement of SUS performance in Brazil.
