Abstract
This research analyzes the contentes, forms and patterns of urban regulation adopted by the municipalities in a contiguous urban área of the Bauru and São José dos Campos Population Arrangements in the period 2000-2022 and their impact on the production of urban space. The methodological choice of Population Arrangements as a spatial cut-off makes it possible to understand regional dynamics that transcend the territorial limits of a single municipality. The analysis of regulations focuses on Master Plans, Local Social Housing Plans and legislation on land parceling, use and occupation, as well as strategies for expanding the urban perimeter and their consequences for urban expansion patterns. The urban planning instruments directly related to the production of urban space are also analyzed: Compulsory Land Parceling, Building or Use, Time Progressive Urban Property Tax, Special Zones of Social Interest and Granting of the Right to Build. In addition, the municipal legislation for the regularization of developments resulting from land parceling is catalogued and interpreted, both as open and closed condominiums and allotments. The theoretical-methodological approach is interdisciplinary (Urban Planning, Urbanism, Public Policies) aimed at analyzing the interaction between two central agents in the production of urban space, the state and the market, adopting two interpretative keys regarding the alliances they promote in shaping urban space: urban entrepreneurship and the formation of coalitions in the context of urban dynamics.
